সিংড়া পৌরসভা এফসিটিসি আর্টিকেল ৫.৩ এর আলোকে নিজস্ব নির্দেশিকা অনুমোদন করেছে।সিংড়া পৌরসভা জনস্বাস্থ্য রক্ষায় নীতিসমূহকে তামাক কোম্পানির প্রভাব হতে মুক্ত রাখতে এফসিটিসি আর্টিকেল ৫.৩ গাইডলাইন অনুমোদন করেছে। তামাকের কারণে স্বাস্থ্য ঝুঁকি বিবেচনায় এবং সংবিধানের ১৮(১) অনুচ্ছেদের বিধান বাস্তবায়নে আন্তর্জাতিকভাবে তামাক নিয়ন্ত্রণ কার্যক্রমে অংশগ্রহণ ও এদেশে তামাক নিয়ন্ত্রণের যৌথ প্রচেষ্টায় সরকার ২০০৩ সালে বিশ্ব স্বাস্থ্য সংস্থা কর্তৃক প্রণীত Framework Convention on Tobacco Control (FCTC) শীর্ষক বহুপাক্ষিক চুক্তি স্বাক্ষর করে। উক্ত চুক্তির অনুচ্ছেদ ৫.৩ অনুযায়ী তামাক কোম্পানির ব্যবসায়িক ও অন্যান্য স্বার্থ থেকে সরকারের তামাক নিয়ন্ত্রণ তথা জনস্বাস্থ্যবিষয়ক পদক্ষেপসমূহকে সুরক্ষা প্রদানের জন্য তামাক বিরোধী কার্যক্রমের সাথে সংশ্লিষ্ট ব্যক্তি, প্রতিষ্ঠান এবং সরকারের জন্য অনুসরণীয় গাইডলাইন প্রণয়নের বাধ্যবাধকতা রয়েছে।

সদস্য দেশসমূহের সুবিধার্থে বিশ্ব স্বাস্থ্য সংস্থা FCTC Article 5.3 এর আলোকে মডেল নির্দেশিকা প্রণয়ন করেছে। তামাক নিয়ন্ত্রণ আইন বাস্তবায়নসহ সরকারের তামাক নিয়ন্ত্রণ কার্যক্রমকে গতিশীল করার স্বার্থে স্থানীয় সরকার বিভাগ এর অধীন স্থানীয় সরকার প্রতিষ্ঠানসমূহের জন্য একটি নির্দেশিকা প্রণয়ন করেছে। যেখানে এর আলোকে সকল স্থানীয় সরকার প্রতিষ্ঠান নিজ নিজ নির্দেশিকা প্রণয়ন ও বাস্তবায়নের মাধ্যমে দেশের স্থানীয় সরকার প্রতিষ্ঠানের আওতাভুক্ত সকল পাবলিক প্লেস ও পাবলিক পরিবহনে তামাকজাত দ্রব্য ব্যবহারের মাত্রা হ্রাস করে জনসাধারণকে পরোক্ষ ধূমপানের ক্ষতিকর প্রভাব থেকে রক্ষার ক্ষেত্রে প্রয়োজনীয় দিক নির্দেশনা প্রদান করবে।

এ প্রেক্ষাপটে স্থানীয় সরকার বিভাগের অধীন সিংড়া পৌরসভা FCTC Article 5.3 এর আলোকে গাইডলাইন প্রণয়ন করেছে। ২২/০৪/২০২৪ তারিখে মাননীয় মেয়র গাইডলাইনটি স্বাক্ষর প্রদানের মাধ্যমে অনুমোদন দেন। এ বিষয়ে এইড ফাউন্ডেশন সিংড়া পৌরসভাকে কারিগরি সহযোগিতা প্রদান করে।

Considering the health risks caused by tobacco and implementing the provisions of Article 18(1) of the Constitution, the government signed the Framework Convention on Tobacco Control (FCTC) in 2003, a multilateral agreement made by the World Health Organization, to participate in international tobacco control activities and to control tobacco in this country. According to Article 5.3 of the agreement, there is an obligation to formulate guidelines for individuals, organizations and governments involved in anti-tobacco activities to protect the government's tobacco control and public health measures from the commercial and other interests of tobacco industries.

For the convenience of member countries, World Health Organization (WHO) has formulated model guidelines in light of FCTC Article 5.3. In order to speed up the government's tobacco control activities including the implementation of the Tobacco Control Act, the Division of Local Government has formulated a guideline for local government institutions under it. Where in the light of this, all local government institutions through the formulation and implementation of their own guidelines will provide the necessary guidelines in protecting the public from the harmful effects of indirect smoking by reducing the level of use of tobacco products in all public places and public transport under the jurisdiction of the local government institutions of the country.

In this context, Singra Municipality under Local Government Division has formulated guidelines in the light of FCTC Article 5.3. On 22/04/2024 Hon'ble Mayor approved the guideline by giving his signature. AID Foundation provides technical assistance to Singra Municipality in this regard.
